Position Summary

The Proposal Manager is responsible for all administrative aspects related to the development of proposals. He/she ensures the security and integrity of all proposal documents, coordinates the internal flow and review of all contributions, and leads the assembly of the final proposal. His duties include managing the company's project portfolio, identifying, evaluating and recommending solicitation opportunities, maintaining the marketing database, and rigorously conducting the RFP process.

Key and Essential Responsibilities and Functions

  • Search for business opportunities and maintain the company's draft list in the CRM
  • Keep management informed of upcoming business opportunities
  • Create and maintain a database of proposals
  • Review and understand the requirements of the Request for Qualifications (RFQ) and Request for Proposal (RFP) issued by the agency or owner
  • Create requirements matrices from documents issued by the agency or owner to ensure that proposals meet the requirements
  • Develop the timeline for the development of the proposal;
  • Work with the estimating team to meet deadlines
  • Participate in the implementation of the facilities, hardware and software for the development of proposals
  • Implement the electronic file archiving convention, backup capability and procedures for all proposal documents on the team's server system
  • Establish protocols for accessing and tracking electronic proposal files to ensure the security and integrity of proposal documents
  • Understand, research, and explain the company's history, guidelines, vision, and experience in developing proposals
  • Create and maintain storyboard walls and sections (paper version) and control access to the proposal space and sensitive or proprietary documents.
  • Manage the production of texts and graphics, drafts and final versions, including formatting.
  • Coordinate internal approvals of inputs responsible for the components of the proposal.
  • Monitor the real-time progress of all proposal texts and graphics.
  • Direct, reproduce, and bind all paper and electronic versions of the proposal.
  • Coordinate awareness-raising events with related signage.
  • Develop related PowerPoint presentations
  • Support the company's business development activities.
  • Perform any other reasonable and normal duties related to the position, as directed by management

Skills and qualifications required

  • At least ten (10) years of experience in a similar position within a construction company, original equipment manufacturer (OEM) or engineering company
  • Certificate or diploma in business and/or marketing
  • Proficiency in Microsoft Office Word, Excel, PowerPoint and Outlook
  • Proficiency in the final design program is an asset, but is not required
  • Timeliness
  • Excellent written and oral communication skills
  • High motivation and rigor
  • Great attention to detail
  • Ability to prioritize and execute tasks effectively in a high-pressure environment
  • Excellent organizational and interpersonal skills

  • Overtime may be required to meet project deadlines
  • Working in an office
  • Frequent sitting work for long periods of time
  • Speaks, reads, writes, and frequently uses a computer keyboard
  • May require standing, walking, lifting, bending or bending occasionally
